President Hakainde Hichilema has outlined Zambia's ambitions for artificial intelligence (AI), digital infrastructure and cybersecurity during his address to the 14th National Assembly on 9 October 2026.

The President highlighted the importance of expanding internet connectivity, strengthening national data infrastructure and developing local AI talent. The broader goal is to ensure that Zambians become active creators of technology rather than simply relying on solutions developed elsewhere.

Stronger Data Infrastructure and Cybersecurity

One of the priorities highlighted is the development of stronger data infrastructure, including local data centres. Such facilities could support digital government services, local AI applications and the management of national information.

Cybersecurity is also a key consideration. As Zambia expands its use of digital systems, protecting personal information, government platforms and critical infrastructure will become increasingly important.

Building AI Skills in Zambia

The government also wants to expand digital and AI education in schools, colleges and communities.

This could create opportunities for students, software developers, researchers and technology startups to develop solutions addressing local challenges in agriculture, healthcare, education and other sectors.

However, building a strong AI industry will require more than training. Affordable internet access, computing resources, research funding and support for local innovators will also be important.

From Ambition to Implementation

The President's message signals an intention to make AI part of Zambia's wider digital development.

However, specific budgets, implementation timelines and measurable targets for the initiatives highlighted in the address still need to be established.

For Zambia's technology community, the key question is whether these ambitions will translate into practical opportunities, working infrastructure and locally developed innovations.
